American Roblox YouTuber Ruben Sim created the bot to identify users associated with inappropriate or toxic communities and ban them from joining minor-friendly Roblox servers. Discord claimed the bot violated its terms by profiling users based on "protected characteristics." Ruben disputed this, stating that participation in servers dedicated to explicit content, especially involving minors or evading platform rules, should not be considered a protected characteristic.

Ro-Cleaner is performed by keeping a database of Discord users found in specific Roblox-related servers known for explicit content or rule-breaking activities, also known as "condo servers." When a user from this database tried to join one of the over 23,000 Discord servers using Ro-Cleaner, the bot automatically banned them. The bot has identified more than 600,000 potentially dangerous individuals in four months.

Critics pointed to the bot's lack of transparency, including a secret ban list and unclear criteria for adding users. Critics also expressed concerns about Ruben's contentious online behavior and suspected partiality. Reddit user FearAndDelight_ criticized Ro-Cleaner for being highly secretive and run by a person with incredible bias.

Rubin has claimed that he plans to create a new bot that will allow server owners to manage custom ban lists and make the Ro-Cleaner database available to the public.
